Tropical disturbance hits western Caribbean, causing flooding in Jamaica and Haiti

A tropical disturbance caused power outages and severe weather in the Caribbean, affecting Jamaica, Haiti, and other regions. The disturbance, which was initially thought to become a tropical cyclone, is now unlikely to do so.
